Regional Transit Development Plans (RTDP)

Spatial Plans is proud to have assisted two of Georgia’s twelve Regional Commissions in building their Transit Development Plans. These plans bring together state and federal funding to identify transit needs, guide long-term investments, and help communities build a shared vision for efficient regional transit. The process emphasizes collaboration across multiple partners to create sustainable and well-connected systems. With a 20-year planning horizon and updates every 5 years, TDPs also outline near-term projects that can be implemented within 5 years.


Spatial Plans partnered with AECOM as subcontractor for the GDOT Heart of Georgia-Altamaha Regional Commission Transit Development Plan (TDP), completed in 2024. Spatial Plans’ services included:

  • Public Participation Plan – Developed a detailed Public Participation Plan aligned with Regional Commission process, formed a well-rounded Project Advisory Committee, created a comprehensive stakeholder database, conducted 15 stakeholder interviews with summary report, and organized 2 public outreach meetings with visualization tools.

  • Existing Conditions and Data Collection – Reviewed existing data including land use plans, demographics, travel patterns, and GIS data; researched major trip generators and transportation barriers for elderly/disabled, low-income, and rural populations; conducted transit service performance review with peer comparisons.

  • Alternatives Analysis Leadership – Lead summary of prior planning and stakeholder input, develop/evaluate transit service alternatives by level of service, cost effectiveness, and regional goals alignment; support express service/park-and-ride analysis; contributed to proposed service modifications and funding strategies; lead Alternatives Analysis and Recommendations Report.

  • Draft and Final TDP Preparation – Lead presentation to Regional Commission, provide quality control on draft/final TDP deliverables including implementable projects and cost estimates.

Spatial Plans partnered with Blue Cypress Consulting for the Southern Georgia Regional Commission Regional Transit Development Plan, completed in 2025. Spatial Plans’ service included:

  • Project Initiation and Management – Co-ordinate kickoff and monthly Project Study Team meetings, provide monthly progress reports and invoicing, review project schedules, and align work with the Statewide Transit Plan.

  • Public Engagement Support – Review and provide input on the Public Participation Plan, facilitate selected stakeholder interviews and Advisory Committee/public meetings (both in-person and virtual), and supply technical content for surveys, alternatives analysis, and vision/goals development.

  • Existing Conditions and Data Review – Lead development of map templates, coordinate technical strategies with team partners, and provide quality assurance reviews of the Existing Conditions Report.

  • Alternatives Analysis Leadership – Lead drafting and finalization of the Alternatives Analysis and Recommendations Report, including development of service alternatives, evaluation of transit options, and incorporation of public/stakeholder input.

  • Draft and Final TDP Review – Provide quality assurance on the Executive Summary, contribute supporting appendices, respond to feedback on Spatial Plans’ content, and prepare presentation slides for the SGRC Regional Council.
